bother to look at VA's milesplit site (also known as milestat), especially the smaller D1s and D3s whose event coaches may be part-timers or volunteers. Milesplit is done by state by state. Our daughter got offers from multiple out-of-state schools that didn't know about her until she reached out to them via email. They used milesplit to verify her stats before inviting her for an official visit. The process that we used was to 1.) put together a list of schools that fit academically/athletically/socially/geographically, then 2.) have her send emails to the event coaches with her track stats, grades and test scores, then 3.) do unofficial visits to the schools over the summer after junior year on our own dime to meet the coaches, tour the schools, and see the facilities, then 4.) narrow down the list and do official visits in the fall of senior year, then 5.) make the final choice. Some D3s will offer academic money in place of scholarships. Don't expect a full scholarship from a D1 unless she will be the star of someone's team. Partials are more prevalent. An alternative to varsity is club track, which is less time consuming and less pressure. VT has a club track team that competes against other universities' club teams.
